General Orders, Numbers 2, is revoked, and the following system of furloughs prescribed in General Orders, Numbers 73, Army of Northern Virginia, is adopted for the troops in this department:

I. Furloughs will be allowed at the rate of four to every 100 arms-bearing men present for duty.
