These regiments, with one exception, have been stationed in the forts around Washington, and were enlisted, I believe, with a special view to such service, and there are accommodations for them in the forts which do not exist elsewhere in the vicinity.

The following-named regiments have been ordered to report to you for garrison duty in the defenses of Washington, viz: Second, Fourth and Ninth New York, First Massachusetts, and Second Connecticut Regiments Heavy Artillery. Your own orders to the Fourteenth New York Heavy Artillery are all that will be required, as it is already within your command.
