The reconnaissance sent out by Devin has just returned. It proceeded through James city to Robertson's River; saw nothing on this side of the river. The Fourth Virginia Cavalry pickets the south side. Two citizens of Loudoun County were arrested en route from Richmond, with some letters. I wills end them up in the morning.

My information from Lewisburg is that General Averell's victory was most decisive at Droop Mountain. The enemy's force engaged was over 4,000. They acknowledged a loss of 300 killed and wounded. General Averell took over 100 prisoners, including field officers, 1 stand of colors, 3 pieces of artillery, large number of small-arms, camp equipage, and wagons. A violent snow-storm prevailed at Lewisburg on the 8th. General Duffie's command had returned to Gauley, and Colonel Moor, with General Averell's infantry, is returning to Beverly.

Having been relieved from the command of the Department of Virginia and North Carolina by Major General B. F. Butler, in obedience to General Orders, Numbers 350, from the War Department, the undersigned bids farewell to the officers and men serving in this department.

The conduct of all has been such as to merit his warmest commendation, and he will always remember with pleasure the intercourse,
