This proves the speed, safety, and superiority of the Fulton as a steamship, also the faithfulness, courage, and patriotism of her officers and men. The crew of the Banshee were transferred to the Fulton and I had them guarded until I arrived in New York; there I transferred them to the provost-marshal.

XXIII. By direction of the President, so much of Special Orders, Numbers 445, of October 5, 1863, from this office, as accepts the resignation of Brigadier General William Harrow, U. S. Volunteers, is hereby revoked. General Harrow will report immediately in person for duty to Major-General Meade, commanding Army of the Potomac.

The roads south of Mountain Run are now in a fair condition, needing only occasional repairs. My bridges across Mountain Run are finished, and I have a force working on the roads between here and Brandy Station, which is very bad now from being used during the rain. Those who have the advance in any movement now will be able to move much faster than those who follow them when there is no enemy to oppose.
