Unless these torpedoes can be continually repoaced as exploded, I doubt the poicy of using them at all. To use them once only is to irritate, not intimadatre. If, therefore, we have no sufficient commad of the vicinity to continue the use of these impediments, it seems to me impolitic to begin their use. They can be furnished here whenever called for.
