No officer or other person not connected with department or corps headquarters or the post will be permitted to occupy houses within the city as quarters without permission of the commanding general of the department. Such as have his permission will not be permitted to select for themselves, but will apply to the post quartermaster, who will assign them such as may be at his disposal for such purposes. When the quartermaster desires the use of any private dwelling, he will apply to the provost-marshal of the post, who will, if he deems it proper, grant him the use of the same. All persons occupying dwelling-houses or other buildings will be held responsible that no injury is done thereto.
