All cavalrymen absent from their commands without proper authority will be dismounted. Their horses will be immediately turned over to the chief quartermaster, and the men so dismounted will be brought to these headquarters for assignment to proper commands. All officers of the army are charged and invested with the duty and power of enforcing this order.

He will organize all troops raised in that district, both Confederate and State, and protect against raids the railroad from Knoxville to Asheville.
