COLONEL: The brigadier-general commanding directs me to inform you that the train of refugees from Sherman's army has arrived here, and that as there is no further occasion for your command to remain at Levison Creek, you will come at once to this city with all your command, reporting on your arrival to Brevet Brigadier-General Abbott, commanding post.

In accordance with orders from headquarters Department of North Carolina, Army of the Ohio, the undersigned hereby assumes command of this district, it being the same organization, with some additions, formerly under his command and known as the District of North Carolina. All existing orders and regulations will remain in force until otherwise ordered. The following officers are announced as the staff: Captain J. A. Judson, assistant adjutant-general, U. S. Volunteers, assistant adjutant-general; Captain E. T. Parkinson, assistant adjutant-general, U. S. Volunteers, assistant adjutant-general; Lieutenant Colonel James H. Strong, First North Carolina (Union) Volunteers, acting assistant inspector-general; Captain J. K. Wing, assistant quartermaster, U. S. Volunteers, chief quartermaster; Captain William L. Palmer, commissary of subsistence, U. S. Volunteers, chief commissary of subsistence; First Lieutenant C. T. Pearce, Fifth Rhode Island Artillery, ordnance officer; First Lieutenant J. B. Bissell, Fifteenth Connecticut Volunteers, chief provost-marshal and provost judge; First Lieutenant William Goodrich, Jr., Fifteenth Connecticut Volunteers, aide-de-camp; First Lieutenant E. M. Ketcham, Twelfth New York Volunteer Cavalry, acting aide-de-camp.
