Brigadier- General McCallum, military superintendednt of railroad trasportation, left Baltimore this morning on the packet to go to New Berne, by way of FOrtess Monroe. I want you to have him sen and direct him, by my order, to proceed immediately to CIty point to confer with major- General Sherman at that place. Acknowledge the receipt of this telegrm and let me know when General McCallum arrives at Fortress Monroe.

By direction of the President the following assignments are hereby made:

I. Major General A. A. Humphreys, to the command of the Second Army Corps.

II. Major General J. G. Parke, to the command of the Ninth Army COprs.

III. Major General J. D. Cox, to the command of the Twenty- third Army Corps.

IV. All other troops in North Carolina, not belonging to corps in General Sheamn's army, will consitute the Tenth Army COprs, of which Major General A. H. Terry is assigned to the command.

Ordered-

FIrst. That at the hour of noon on the 14th day of Aril, 1865, Brevet Major- General Adndersonwill raise and plant uponthe ruins of Fort Sumter, in Charleston Harbor, the same U. S. flag which floated over the battlements of thaat for during the rebel assault, and which was lowered and saluted by him and the small force of is command when the works were evacuated on the 14th day of Aril, 1861.

Second. That the flag, when raised, be saluted by 100 guns from Fort Sumter, and by a national salute frome very fort and rebel battery that fired upon FOrt Sumter.

Third. That suitalbe ceremonies be has upon the ocasion, under the direction of Major G en. William T. Sherman, whose military operations compelled the rebels to evacuate Charlesto, or, in his absence, under the cahrge of Major General Q. A. Gillmore, commanding the deaprtment. Among the ceremonies will be the deliver of a public address by the Rev. Henry Ward Beecher.

Fourth. That the naval forces at Charleston, and their commander on that station, be invited to praticipate inthe ceremonies of the occasion.
