I am in receipt of your letter of the 16th, in reply to mine of the 3rd, on the subject of the operations of the Bureau of Conscription in this department. The point made in my letter was not that the system I found in existence on taking command was better than that which you say was improperly superseded by it and to which you desire to return, but that if the system in existence was that of the War Department it could be better administered by the department commander than by an authority so remote as one at Rich
