Nothing new this morning in this section. Scouts from Romney report no signs of the enemy. Scouting party from Grafton found guerrilla band near Saint George's Inn. Tucker yesterday had a skirmish; killed 5 of the enemy, and captured 5 horses; one of our men wounded.

Washington, June 24, 1863.I. By direction of the President, that part of the Middle Department west of Hancock, including the adjacent counties of Ohio, will constitute the Department of West Virginia. Brigadier General B. F. Kelley is places in command of the Department of West Virginia.
II. Major General W. S. Hancock, U. S. Volunteers, is, by direction of the President, assigned to the command of the Second Army Corps, in place of Major General D. N. Couch, transferred to another command. By order of the Secretary of War:

All that portion on the Middle Department including and west of Cumberland is organized into a new department, to be called the Department of West Virginia, and places under your command. Instructions will be forwarded to you immediately. Acknowledge the receipt of this immediately.
