Have I authority to muster into service for ninety days an officer, Colonel Lee, of Governor Andrew's staff? He is a graduate of West Point. I need some field officer connected with the Massachusetts militia to take charge of and superintend the militia companies who are without regimental organization. Governor Andrew request this.
