One regiment leaves here to-night for Baltimore, and one leaves Camp Dennison to-night for Washington. One will leave Cleveland for Washington to-morrow morning. We are now blocked until more arms and accouterments arrive. This telegraph office will be open to-morrow, and I will be very anxious for news.

GENERAL: I fear the Secretary has misapprehended the purport of you inquiry as to exemption from the draft of the men who volunteer for 100 days. My object is not to procure for the State or city a credit for such volunteers beyond the deduction of the time they so serve, but I only to afford a very strong personal inducement to individuals to volunteer for a service that is immediately
