It is reported that a cavalry of the enemy are moving from Boonsborough through Westminster on Baltimore. This command is accompanied by a section of artillery. The general commanding wishes you to consult with General Morris upon the subject and send on the Westminster pike, and along the road leading to Black Rock bridge, mounted men with instructions to develop the designs of the enemy and report to you.

In accordance with orders from the Secretary of War to assume command of all troops in and around Baltimore, you are hereby directed to prepare all men fit for duty at Camp Birney for service at once. Obey any order received from Brigadier-General Kenly or Brigadier-General Lockwood. Issue sixty rounds of ammunition to each man.

You are hereby directed, in accordance with orders of Secretary of War to me, to assume command of all troops in and around Baltimore, to obey any order you may receive from Brigadier General J. R. Kenly or Brigadier General H. H. Lockwood. If you have any surplus arms give them to the drafted men, and attach them to your companies so as to strengthen them. Send the substitutes, in case you
