The Secretary of War has the honor to report to the House of Representatives, in reply to a resolution of the 1st of March, calling for a copy of the proceedings of Military Commission instituted by the War Department in the year 1862 to inquire into the military operations and conduct of Major General Don Carlos Buell, including all letters, dispatches, opinion, and orders on file in that Department relative thereto, that a careful and exhaustive search among all the records and files in this Department fails to discover what discover what disposition was made of the proceedings of the Commission and the papers annexed thereto, and that no record indicative of the nature of the report of the Board or the conclusions reached dy it can be found, other than what is contained in the accompanying papers, which are as follows.

Copy of the original opinion of the Commission called to investigate the operations of the Army of the Ohio in Tennessee and Kentucky, under command of Major-General Buell, U. S. Volunteers, with they views of the General-in-Chief thereupon. [Inclosure No. 2]

Copy of a communication from General Buell of April 10, 1864, addressed to the Adjutant-General of the Army, commenting upon the report of the Board. [Inclosure Numbers 5.]
