The general gives you full powers to call upon the Governors of Oregon and Washington Territory for such troops as you may deem necessary to preserve the peace and quiet of your district.

Under authority of your letter of 29th of April 1863, I have called upon the Governor of Oregon for forty cavalry volunteers, to serve until the 1st of November next, to protect the road from Dalles to Canyon City against Indians. Major McLean declines to muster int he second lieutenant and recruiting of officer without the authority of the War Department. Has the War department given such authority?
