GENERAL: I have the honor to acknowledge the receipt of your letter of the 23rd instant transmitting petition of citizens of Red Bluff, Shasta, and other places asking military protection on the routes leading from this State to the Owyhee mines, and the establishment of a post to guard the same. The commanding general desires you to inform the petitions that he some time since determined to open the routes referred to, and has recently given instructions to that effect, and that the movement of troops in that direction will commence as soon as the weather will permit.

GENERAL: When do you intend to send the order for the disbanding and mustering out of the Battalion of Mountaineers? I would be glad if you would apprise me of the fact before the order goes, for I desire to give instructions to the mustering officer in regard to re-enlisting the privtes of the battalion for the Ninth Infantyr. Prior to Colonel Whipple's deprature I informed him that if one or more companies could be re-enlisted for the Ninth I would commission such of the old officer to command them as he would recommend.

Major Alfred Morton, Seventh Infantry California Volunteers, will take command of the provost guard in San Francisco. In addition to his other duties, he is assigned temporarily to duty as provost-marshal of the department, and as such will reliave Brigadier-General Mason from so much of his duties as do not devolve on Captsain Fleming under the instruction from Washington.
