ville, and there learned from citizens that there had been no movement of troops of any kind from the westward. I am convinced, therefore, that no movement from Texas has been made in this direction. No troops of the enemy were seen at Camp Pratt this morning, as the expedition returned.
Is it possible to send me any one who has rank and intelligence enough for chief quartermaster! No one here is fit for the place.

New Iberia, November 28, 1863- 3 p. m.The expedition to Vermillion Bayou has returned, but found it absolutely impossible (as they represent) to cross horses over the bayou between Vermillion and Abbeville. From all the information they could gather, I infer that no troops have come from the west, and that those at Vermillion have gone northward; how far, I cannot tell. I send another expedition to Vermillion on Monday, and will give you the result.

November 28, 1863.I have just received a communication from Brigadier- General Green, commanding rebel forces at Vermillion, dated yesterday or to-day, proposing an exchange of prisoners upon the cartel now in force, upon the ground that all of our prisoners in their hands are without blankets, many without shoes, and indifferently supplied with clothing of all kinds, whose sufferings during the winter it will be impossible for them to alleviate. General Taylor directs General Green to use all exertions consistent with the dignity of his position to perfect some arrangement for exchanging man for man.
I respectfully ask instructions, and recommend that the arrangements for exchange be commenced.
