The missing reports were called for as soon as I received your order, and the call for them has been renewed. The murder of recruits for each of the eight regiments not reported may, I think, be safely estimated at 300 (or 2,400 in all), making a grand total of 10,099.

Robberies on the highway and elsewhere having been committed by banditti in the uniform of the United States, who, upon being arrested, were discovered to be citizens, who are not now nor even have been in the service of the United States, and who had assumed this garb to facilitate them in eluding the vigilance of the guard of police, it is hereby directed that every person, not an officer or an enlisted man in
