GENERAL: I have the honor to state in reply to your letter of the-August, 1863, noticing my letter of August 16 ultimo, that the assignment of Major-General Franklin to the command of the Nineteenth Army Corps was intended to be only a temporary assignment, during the time of service of other army corps in this department, and especially during the present expedition. He is expected to have the staff of a major-general commanding a division in the field, with such additional staff officers as I can assign to him.

GENERAL: I am directed by the major-general commanding to forward you the inclosed letter, which has been received at these headquarters.

The general desires me to say that a portion of the division is at Morgan's Ferry, skirmishing with the enemy on the other side of the Atchafalaya River, while the balance of the command is on the road between here and the ferry.
