GENERAL: I have the honor to state in reply to your letter of the-August, 1863, noticing my letter of August 16 ultimo, that the assignment of Major-General Franklin to the command of the Nineteenth Army Corps was intended to be only a temporary assignment, during the time of service of other army corps in this department, and especially during the present expedition. He is expected to have the staff of a major-general commanding a division in the field, with such additional staff officers as I can assign to him.
