GENERAL: I beg leave respectfully to submit a final report of the affairs of this bureau for the year ending February 1, 1865. In the month of September, 1864, I made to Major General N. P. Banks a report embracing only a general view of the condition of the freedmen of the department. I was unable to give at the time such statistics as are necessary to a complete and full report. In this, however, I shall be able to show very nearly the cost of supporting and managing the freedmen for the year, the work done in their treatment, and the
