I have no reason to believe that there is any organization for the purpose of invading Mexico, although I have no doubt that many of the disbanded troops will make their way into that country. This difficulty has been anticipated, and a sufficient force is in readiness to sail to the Rio Grande, and will arrive in season to prevent any serious complications on the Mexican frontier.

The quartermaster here has received orders to retain 2,500 horses for special service of General Grant. I presume they are intended for the brigade of cavalry now here. Will you please give Colonel Elkin orders to have these horses issued to me as fast as received. I need cavalry on plains badly.

I think it will be well to send two more brigades of veteran cavalry to Saint Louis in order that I may push them out to the plains to relieve the cavalry now there which is to be discharged on account of expiration of service on 1st of October. I would like to have these brigades as soon as convenient, and I hope they will be sent with arms and horses.
