4. Bvt. Brigadier General George Spalding, U. S. Volunteers, is hereby assigned to the command of the District of North Missouri, headquarters at Macon, Mo. General Spalding will at once assume command of the district, relieving Brigadier General C. S. Fisk, U. S. Volunteers, that he may comply with Special Orders, Numbers 238, Adjutant-General's Office, May 18, 1865. The senior officer will assume command of the cavalry brigade now commanded by General Spalding. The quartermaster's department will furnish General Spalding transportation for the authorized number of horses and servants.

There are no terms for rebel Congressmen now but unconditional surrender. They are excluded from the amnesty. The forthcoming proclamation may designate terms for such men. Arrest him if you can.
