the other public property will be taken wherever found. The rascality of the Rio Grande frontier is beyond solution on intermediate grounds, where there is no government and a questionable protectorate. It is due to the history of our country that this portion of the late rebellion should be crushed out in a manly way and with the power o fa great nation, as a contrast to this French subterfuge to assist in the attempt to ruin our country.

S. forces on the Rio Grande, having a command greater than that of an army corps, in authorized to act upon applications for leaves of absence, resignations, and discharges upon surgeons' certificates of disability, without referring the papers to these headquarters.

8. Brigadier General J. W. Forsyth, U. S. Volunteers, is hereby relieved from duty as chief of staff at these headquarters, in order to take a cavalry command, and will report for duty without delay to Major General G. A. Custer, commanding cavalry division at Alexandria, La.
