SIR: The Secretary of State having requested that Edward Seymour Ruggles now in custody by the superintendent of police in New York may be transferred to the care of the military authority the General-in-Chief directs that you receive him from the superintendent who has been instructed to deliver himon this order and confine him as in the case of Mr. Quillen.
