SIR: Your leter of the 28th ultimo with its inclosures has been recieved. In reply I have to state that Colonel Justin Dimick, commanding at Fort Warren, has been directed to release M. W. Barr on his taking the oath of allegiance.

COLONEL: You will please release on the 22nd day of Febraury, 1862, the following prisoners confinedin Fort Warren upon their engaging upon honor that they will render no aid or comfort to the enemies in hostility to the Government of the United States: * * * M. W. Barr.

The undeersigned requests that Governor Morehead, nowon parole at New York, be unconditionally discahrged, a dn represents that in his opinion an order for his discahrge unconditionally would be for the benefit and advantage of the Government of the United States.
