SIR: I have to report that James E. Murphy, John H. Cusick, Robert Drane, Arthur Dawson and J. L. Orrison, prisoners, left yesterday in charge of Lieutenant I. F. Hoyt, First Battalion Massachusetts Volunteers, for Frederick, Md., to report to Major-General Banks. R. D. Shepherd has never been at this station. I forward a list* of prisoners of war now here.

Resolved, That the President of the United States be requested to communicate to this House what if any steps the Executive Department has taken for the systematic exchange of prisoners.
