COLONEL: Your letter of the 5th of March has been submitted to the Secretary of War and the suggestion made by you therein have been approved and I have today communication to Major - General Curtis, commanding the Department of the Missouri, with a copy of your letter, the instructions of the Secretary of war that your recommendation in regard to disloyal men and women in Missouri be fully carried out. Instructions will be sent from this office as soon as the movement is practicable for the forwarding for exchange of all guerrilas and other irregular military organizations. They can be released on taking the oath of allegiance only by authority of the Secretary of War on recommendation approved by the Governor of the State. Citizen prisoners cannot be exchanged unless the rebel authorities consent to it and at this time no such exchanges are being made.

Have reliable information that all Confederate prisoners delivered at City Point are sent to their commands at once. We have recaptured some who were taken March 5. Were they exchanged?

SIR: In answer to your communication addressed to the Adjutant - General and which has bee referred to this office I am directed to inform you that all prisoners of war taken in Missouri up to January 1, 1863, have been exchanged. See General Orders, Numbers 10, from War Department, Adjutant - General's Office, for 1863.
