Ohio thought proper to issue, and there does not seem to be any necessity for the interference of a subordinate commander.

The depot of prisoners of war at Johnson's Island, Ohio, and its guard are under the direct control of the commissary-general of prisoners, and the commander of the guard is immediately responsible for the security of the prisoners under his charge and is the judge of the propriety of making any detachments from his force.

Prisoners of war are frequently sent to the military prison in this city from the Department of the Cumberland with instructions to dispose of them otherwise than as directed by you in your general orders, as for instance to send the prisoners to Camp Morton and the officers to Camp Chase. Shall these be complied with or shall I only regard those received from you?

COLONEL: In reply to your communication of 9th ultimo I am directed by the Adjutant and Inspector-General to say that the Confederate Government does not recognize the right of the United States Government to capture unarmed citizens not connected with any military organization. Any oaths or bonds entered into by such persons will not be respected by the Confederate Government.
