SIR: Charles Kirk is held as a prisoner at McLean Barracks, Cincinnati, and maybe offered in exchange for any newspaper reporter held as a prisoner by your authorities. It has been intimated that he may be received for Solomon Buckley, a correspondent of the New York Herald.
