Mr. Ould says, "I would like to know what difficulty there is in the return of the money to the parties (in kind) when they have drawn none of it and where, of course, there was no need of converting it into Confederate money. "
In reply I say there is no difficulty nor has there ever been, and I wish it to be distinctly understood that prisoners' moneys have never been converted except at their own request, and when the deposits have, they have always been paid in kind.
