The Secretary of War directs me to say, in answer to yours of February 28, that you are authorized to determine what persons shall be permitted to take the oath of allegiance under the amnesty proclamation within your command. If improper persons have been permitted to take it, you need not recognie such action, but may remove them beyond your lines.
