4. Lieutenant Colonel O. E. Babcock, aide-de-camp, will proceed to Alton, Ill., and make an inspection of the military at that place. He will report in wiriting to these headquarters the number of prisoners confined there, whether civil or military, stating for what offenses they are confined, and whether by sentence of court-martial or otherwise. Upon the execution of this order the will await further instructions at Alton.
