Ambrose Spencer, who professes to be well informed in regard to the criminal conduct alleged against Winder, has given distinct assurances from time to time that he would furnish such details in regard to this man's offenses, with names of witnesses, &c., as would enable the Government to put him on trial, but as yet he has not done so.

Washington, March 10, 1866.In the case of Robert M. Harrover, citizen, sentenced by a military as the secretary of War may direct, two-thirds of the commission concurring therein," which sentence was commuted "to confinement at harbor labor in the penitentiary for ten years," as promulgated in General Court-Martial Orders, Numbers 314, War Department, Adjutant-General's Office, October 3, 1864, the sentence is hereby remitted, and he will be paroled, as recommended by Lieutenant-General Grant, upon taking the oath of allegiance.

You will extend the limits to which Clement C. Clay, jr., is now restricted, when permitted to take exercise in the open air, to such extent within the walls of the fort as may be consistent with his safe custody. You will also allow him a reasonable amount of stationery, his correspondence being subjected to the same inspection as at present.
