No sutlers' supplies will be shipped to the coast of Texas or to any military post in this department, except upon the approval of the commanding officer of the post to which they are a shipped and of the provost-marshall-general of this department, under penalty of confiscation. Goods or vessels condemned for violation of this order will be sold for the benefit of the Government, and the proceeds of such sales applied to the support of the military hospitals of the department.

4. Major General J. J. Reynolds, U. S. Volunteers, having, in compliance with Special Orders, Numbers 537, Headquarters of the Army, December 3, 1863, reported to the major-general commanding the department, is assigned to the command of the Defenses of New Orleans. Colonel E. G. Beckwith, U. S. Army, will turn over to Major-General Reynolds the command and records of the district.

The thanks of the major-general commanding are due to Colonel Beckwith for the able and efficient manner in which he has performed the duties of commander of the Defenses of New Orleans in addition to his other arduous and responsible duties in the department.
