September 29, 1864.For the information of the army, it is announced that the fourth clause of paragraph II, General Orders, Numbers 7, Adjutant and Inspector General's Office, current series, only applies to that class liable to military duty will be received into any company, except on the certificate of an enrolling officer that he has volunteered to serve in that company, and in accordance with the existing orders of the War Department; but those who are not liable to military duty, under the act of Congress "to organize forces to serve during the war," approved 17th of February, 1864, may be accepted as volunteers in any company whose numbers do not reach the maximum allowed by law.
