good and he is a pious, Christian officer, who seems to discharge faithfully his duties to God and man. I am more confident in urging the matter because recommendations of Colonel Palmer are on the files of the War Department from Generals Hardee, Stevensom, Preston, Buckner, Heth, and, I believe, General Bragg. I can add that the appointment will give satisfaction to the entire mass of loyal citizens in this section.
