Is martial law any longer necessary outside of your encampments and on the islands occupied by your force? If not, I would be glad to restore the civil authorities to their uninterrupted functions, except in the places named.

SIR: I am directed by Major-General Pemberton to say to you that he is in receipt of a letter* addressed by you to Honorable C. G. Memminger, and by him referred to the Secretary of War, and by the Secretary of War referred to him; also a letter* addressed to the general direct. In answer to these letters the general directs me to inform you that he cannot, he regrets to say, spare any more troops for that section of country. He has just visited Georgetown, and is of opinion that nothing more can be done with the troops at his disposal than he has already ordered.
