General Casey was directed some days ago+ to send you four news regiments from this place. A part has already gone. If with these and the troops coming by water you cannot hold Suffolk, of course it must be given up. Yorktown ought certainly to be held. General Peck telegraphs here for armament from Fort Monroe. All such matters are under your direction.

The One hundred and thirtieth New york has just arrived and will go to Suffolk. It is very raw, not even knowing the manual of arms. The rebels had 1,500 men repairing the Petersburg Railroad to the Blackwater, and I have no doubt contemplate an early movement on Suffolk. The loss of my three best regiments at that point is unfortunate at this moment. No effort will be spared to maintain our position there.
