General Foster left here last evening and, if not detained by the fog, will be you this forenoon to arrange details. He saw the Commissary-General yesterday about rations. The troops sent to Beaufort should take supplies with them unless he directs differently.

As you wished me to make the movement in haste I am getting all the transportation I can find. The Cahawba arrived this morning from New York with provisions for Alexandria. She will carry 1,500 troops. I am transferring her cargo to two river steamers and shall send it without delay to Alexandria. I have transportation enough for at least 6,000 troops delay. The International, one of the sailing-vessel transports from New York, got aground on Smith's Island Shoal yesterday. I sent out a strong tug to her last night. If she can be got off she will carry 1,000 more troops. General Foster not arrived.
