GENERAL: Being in temporary command at this point I have the honor to report that General Foster is at Washington, N. C., which point is probably now being attacked by the enemy in force.

There are two regiments in the town as garrison, and three regiments and one battery of artillery have been sent to General Foster, but have not been able as yet to get up, the enemy having a battery on the river below the town. Commander Davenport, U. S. Navy, has sent the only available gunboats from here to engage the battery.

The enemy are in large force in this State now and mean to act on the offensive. I will inform you whatever may arise.
