The President has appionted A. R. Lawton to command at Fort Pulaski. Staff and ordnance officer will be sent to him at once. Whiting will superintend the engineering. I must beg you at once and without more delay to furnish me requisition of troops of March 9. If you still refense to transfer the enlisted men except upon the terms heretofore suggested by you, I must earnestly insist that you issue a call for 1,000 volunteers for the defense of Fort Pulaski. I trust you will concur with me in the opinion that the emergency of the case demands instant action.
