GENERAL: I inclose a copy of the act of 6th of August, 1861, entitled "An act to confiscate property used for insurrectionary purposes." Should any persons in Accomac or Northampton prsist in resisting the authority of the United States and in disregarding the firnedly overture contained in my prolcamation of the 13th instant,* the provisions of the above-mentioned act must be enforced against them, so far as it may be practicable. Please keep me advised of any measures you may take under it.
