Deserters from the enemy report that Forts Pillow and Randolph were evacuated on the 31st ultimo, and that the Davis flotilla reached Memphis the next day, and found the town nearly abandoned and many buildings destroyed.

The appointment of Colonel W. L. Elliott, Second Iowa Cavalry, and Colonel J. D. Morgan, Tenth Illinois, as brigadier-generals, having been communicated by the major- geenral commanding this department, they are anounced as such to this army, and will be obeyed and resepcted accordingly. Brigadier General J. D. Morgan will retian the command of his divisin. Brigadier General W. L. Elliott is assigned to duty as chief of staff to the major- general commanding the Army of the Mississippi, and all communication to these headquarters will be addressed to him.
