I inclose you a recommendation addressed to the President asking for the promotion of Colonel O. H. La Grange, First Wisconsin Cavalry, of whose efficiency you have so often heard. I hope it may receive your signature and that of General Thomas. Colonel La Grange's regiment has not been entirely filled, and rather than leave the service he has a pplied to the Governor of his State for a commission as lieutenant-colonel of his own regiment. His past services certainly entitle him to, and if you agree with me in this would it not be a good idea for you to telegraph the President or General Grant and secure him a brevet at once, and thus give him his proper rank to command his brigade. I feel deeply solicitous in this matter both for the good of the division and the service. I will telegraph you about horses to-day.
