SIR: I have the honor to acknowledge the receipt of a communication signed by Joseph Clement and others, a committee from the Union Leauge of the city of Louisville, requesting that rations be issued by the Government to the suffering poor of that city, which was forwarded with your recommendation. The subject has been considered by the chief of staff, who recommends that "if Louisville will not support her own poor and dstitute that General Burbridge be authorized to levy a military contribution for that purpose from the disloyal inhabitants of that city." The above recommendation of General Halleck is approved by the Secretary of War.
