SIR: I have the honor to request that martial law be extended over the county of James City, which is omitted in the proclamation of the President. Jamestown Island and Williamsburg, in that county, being important commands in my department, and martial law operatin only upon a portion of the later, as it is situated in York and James City counties, and great disorder is represented to be at times caused by the sale there of spirituous liquors, the good of the service requires that they should be subject to martial law.
