I. Hereafter the allowance of couriers will be follows: For corps headquarters, twenty men, under a commissioned officer; for division headquarters, ten men, under a non-commissioned officer; for brigade headquarters, four men, under a non-commissioned officer.

II. As far as practicable these couriers will be furnished from the unattached companies of cavalry now serving with the army, in order that companies belonging to regular organizations may be returned to them entire.

III. Infantry soldiers at present detailed as couriers will be permitted to remain, within the number above allowed. All in excess will be promptly returned to their commands, and their horses, if public, turned in; if private, disposed of.
