I. To non-combatants and persons exempt from military duty residing within the Department of East Tennessee, desirous of removing beyond the Confederate lines, permits will be granted upon application to the department commander.

II. Applications for passports will be made through the deputy provost-marshal, within whose district the applicant resides, to Colonel John E. Toole, provost-marshal for the department, and by him referred to the department commander, who will indicate the route to be traveled.
