DEAR SIR: I am authorized by a telegraphic dispatch received late last evening from Adjt. General John B. Sanborn to tender the President a second regiment of Minnesota Volunteers for three years, or the war, and I would respectfully ask that their services may be accepted, as from their frontier experience they are already familiar with whatever of hardship there is incident to the life of the soldier, and will, I assure you, prove themselves among the most gallant and useful of the immense host now entering the service of the Government. The following is a copy of the dispatch referred to, viz:

SAINT PAUL, May 13, 1861.

Honorable ALEXANDER RAMSEY:

The Twenty-third Regiment Minnesota Militia, Colonel Robertson, is full, and tenders its services for three years, or during the war. Hope it will be accepted. Answer.
